[LSJ] Q: Charming Lobby/Delaying Tactics

Its a bit different than what I found on a Google search... A successful Vote is called with Charming Lobby, putting the CL effect on the table (as it were). Turns later, another vote is called, and is not blocked. Q1: Is there an opportunity for a player to successfully play a Delaying Tactics on this second vote? (There is a referendum, but that referendum is 'automatic'. We weren't certain about how this would time with reaction cards played during the referendum). If Yes, Q2: What is the consequence of playing a DT on the pending Charming Lobby effect? Thanks DaveZ Atom Weaver
