1. A ghouled mortal ally can play potence cards as text says. But can
they pay life for the cost? I think they don't because it's not
specify.

..and they are only playing "as a vampire" for the purposes of the potence
strike which includes resolution of the strike as well as playing it but not
any lingering effects.
They can play Improvised tactics and use the strike every strike of the
combat can't they? It is a strike requiring potence but once it's played it
only refers to "the minon".
