(LSJ) Blocking and Intercept question

Here is the situation: I am attempting to get an ally. My predator attempts to block and gets an intercept with Cat's Guidance. I then play Swallowed by the Night for an additional intercept. He responds by tapping Rumor Mill (and burning a blood) for an intercept. Then, after I play no more stealth cards he says he declines to block. Can he back out, or his obligated to block at this point?

This is how it finishes: He responds by tapping Rumor Mill for one more intercept. You decline to play additional stealth and declare the current block attempt successful. You decline to play "if blocked" effects. He declines to play "if block successful" or "as about to enter combat effects", so he taps and combat begins.
