No.
You must be able to pay the cost of the card to play it.

I'm confused why this is even a question--if you have 1 pool, can you
play an Asylum Hunting Ground? Of course not. Why could you play an
AI? I mean, even in a logic riddle?

No, they match.
You cannot attempt what you cannot do.
And, for cases like Vast Weath where you find out later (after committing to the
action), then you pay as much of the cost as you can (and it fizzles for lack of
complete cost payment).
