For purposes of Leadership vacuum, one is to place X counters on it where X is the number of votes that vampire has. What does that mean for Prisci? Would they have the default 3 votes their sub-referendum generates, the 1 vote they recieve in the sub-referendum or none, since they have no intrinsic votes of their own?

Originally, I thought this was wrong, but looking through past LSJ posts, it seems that "1 vote" and "2 votes" aren't sect-related, so even if Ur-Shulgi leaps Out of the Frying Pan, he gets to keep his 2 votes. However, they won't PRINT a sabbat or a cam who's title is "X votes". instead, they'd make them a prince, or a bishop, or whatever title is appropriate to the amount of votes they want the vamp to have and the sect it is in.
