Heidelberg Question

When a bloodhunt vote is called, can Heidelberg Castle be tapped during the Referendum (before it resolves) to transfer blood and equipment off the Vampire being judged? Also, cards played during a Referendum are not replaced. Does this apply to discards as well? If I tap the Barrens during a Referendum, do I get to replace the card?
