Tapped vampires can play action modifiers by default (else no-one could play stealth, as they tap when the action is taken), and nothing in Malleable Visage's text requires the playing vampire to be untapped (contrast Hidden Lurker). It does say to tap the modifying vampire, but you can tap a tapped vampire. Hm. [ quoted text not captured ] No. Blood of the Cobra (conceptually) allows the vampire to spit blood as a delivery mechanism, rather than coating a blade or a hand with the blood. The current card text and subsequent rulings are in line with this, and the result is not improper. You'll also notice that the errata above is restrictive (makes the card weaker), whereas the errata you're advocating would boost (slightly) the power of BotC. [ quoted text not captured ]
