If I have 3 Brujah Debates in play, does my Vampire have +3 Hand Damage?

Definitely yes. It gives you +1 hand damage so is cumulative with other
HD modifiers, including itself.
It should also give you three optional maneuvers.
And being as it only says "Tap the highest capacity brujah" or some
such, you would only have to tap 1 Brujah, I think, which would cover
all of Brujah Debates. But I'm a bit edgy about that one.
Anyway, the obvious thing to do about that is make it Gwendolyn (if you
can get her out) and Rutor's Hand her. Anvil would do it but he isn't
really high enough.

Correct (for all Brujah).

If your Vampire is a Brujah, yes.
(This is true for all Brujah in play).
Summary: Brujah Debates are cumulative.
