James is correct. The action isn't over until it's over.
The resolution of the Bum's Rush action was combat.
That combat is over.
But before the action ends, players get the opportunity to play
other effects, like Cats Guidance, Freak Drive, Psyche!, Hidden
Lurker, etc.
If the action weren't still going on, it would be impossible to
ever play Hidden Lurker or Fast Reaction, being no action left to
modify or react to.
The action is only over when all players have "passed" their
opportunities to do anything else in that action.
