This is something I think I know the answer to already, but I'd like official word since it did come up in a game... My friend played Effective Management as we were down to the final stretch, all other players eliminated except us. He then picked up his crypt and started sorting through it... "What are you doing?", I asked, notably concerned at this event. "Getting a vampire." He replied... "You're only supposed to take your top card when you play that...!" "Doesn't say that, it just says 'Move *a* vampire from your crypt to your inactive region...'" Now, we argued a bit and I managed to convince him that this was an unfortunate wording, because EM seems too cheap and common to be used as a repeating Demonic Tutor for vampires - but maybe I was wrong. He might have won if we'd done it the other way, so I promised I'd ask on the net. Thoughts?

No. The vampire must be drawn off the top of the crypt; you can't just search through your crypt for the one you like. Whenever the cards contradict the rules, the card takes precedence! However, there is nothing in the card text that says he can thumb through the crypt and pick one, so he can't. There are plenty of cards which specifically tell you that you can look through the library (and, I suppose, the crypt) for the card you want, so that would seem to reinforce the idea that he can't look through the crypt unless the card text says so. I'm not 'official', but *I* think that it would allow you to take the top card in your crypt and move it to your uncontrolled region. Any other way is too powerful for a common card.
