Fame reads that if a vamp goes into torpor, the famed vamped does 3 pool
damage to your prey. Does this include sending the vamp in to diablerize
or to rescue another vamp? It would be real nasty if you can send a famed
vamp in to torpor to diablerize AND do the 3 damage from fame...

No.
When the vampire goes to torpor, Prey loses two pool.
Definitely not
When the vampire encounters another vampire in torpor.
The Torpor Region is not technically entered except when you place
a vampire into Torpor.
Same thing as when you Bum's Rush someone else's Minion - that Minion
is in P's Ready area, but your Minion never enters P's Ready area.
(Although, realistically, you would have to enter the same area as the
minion you are attacking - that "area" is not one of the "Areas" set up
for game play).
If there difficulty separating game areas from play areas, change the
text on Fame to something like:
"When this vampire is placed in its controller's Torpor Area..."

I figured this was the case, but some weenie that I play against would do some
screwed up verbatum reading of the card and say that this cvould happen.

A vampire only goes into torpor by two methods: 1) it receives
damage that it cannot heal and 2) it is affected by a special effect that
sends it to torpor (most commonly aggravated damage). It cannot choose
to go into torpor, and cannot choose to stay there if it is successfully
rescued and the cost is paid.
Torpor is not a place, it is a condition. In the game it is
represented by a region on the table, but that region only represents
the condition of torpor, not the place. When a vampire encounters
another in torpor, that vampire does not go into the condition of torpor
to do so. It's analgous to going into a coma.
So Fame and other torpor effects do not trigger.
