From
http://www.white-wolf.com/vtes/veknRules.html:
6.4.1. No Repeat Actions
A given minion may not repeat an action, by action type, in a single turn
(whether the first action was successful or not). The defined "action types"
are the ones defined in the rulebook: bleed, hunt, equip, employ retainer,
recruit ally, political action, leave torpor, rescue a vampire from torpor,
and diablerize a vampire in torpor.
If an action card is used to perform one of these actions, that action is
considered to be of that type. If it is not one of those actions (such as
Bum's Rush), then it is a type of its own, by card name.
If a card in play is used to perform one of these actions, that action is
considered to be of that type. If it is not one of these actions (such as
"enter combat via Haven Uncovered"), then it is a type of its own, by specific
instance of the card in play.
Using Enchant Kindred at inferior, untapping, and attempting to use it
again at superior falls afoul of the second paragraph. EKSuperior is
an action of its own by card name, invalidating any subsequent use
of EK, inferior or superior, since either action has the same card name.
