Does one pay for Sibyl´s Tounge even if the named item is not found in

What is the "status" of the failed action? (failed, unsuccessful,
fizzled - gee, all these terminology confuses me)

Yes.

Because the action was successful. "Searching" doesn't require finding
something, even if the card is there.

The action is successful.
Similarly, you can use Magic of the Smith, find nothing, and it still
counts as a successful equip action (i.e. for Guruhi Are The Land).
