Does one pay for Sibyl´s Tounge even if the named item is not found in the deck? If so - why? (What rule?) What is the "status" of the failed action? (failed, unsuccessful, fizzled - gee, all these terminology confuses me) Thanks.

Similarly, you can use Magic of the Smith, find nothing, and it still counts as a successful equip action (i.e. for Guruhi Are The Land).
