Last night my opponent had one of his minions (with superior dominate)
try to take a political action at +1 stealth. I managed to block it. He
played Bonding, which, for superior Dominate, reads "+1 bleed and +1
stealth". He claimed that the +1 stealth of Bonding could be applied to
his political action.
Is this kosher? I think that the +1 stealth only applies to a bleed
action.

Your opponent was incorrect. Action modifiers which carry a bleed modifier
may only be played during bleed type actions (including Social Charm, etc)
and can't be used on any old action you feel like.
