(LSJ) kiss of ra question

hi there :) i just want to ask a simple thing about kiss of ra : as usual i like to make a small set up or scenario to illustrate my question so here i start. we are 4 players i play a stealthy vote deck. my grand prey plays a heavy intercept deck, but has a horrible handjam since no one acts at stealth. I call with Suhalia an inoccuous vote. my prey tries to intercept me, but i play a superior forgotten labyrinth to outstealth him. My grandprey sees that 4 stealth action as a good opportunity to cycle a lot of intercept cards. So He plays forced awakening with his Meshenka and plays eagle sight. -since i'm the acting player, can i interrupt him *before* he even plays a single +intercept card to play kiss of ra on Meshenka ? I guess yes, by card text on eagle sight and kiss of ra. -Does Meshenka burn an additional blood for not having blocked successfuly ? (forced awakening) //card texts// The Kiss of Ra Cardtype: Action Modifier Cost: 3 blood Discipline: Fortitude Only usable when a vampire who does not have Fortitude *attempts to block this acting minion*. [for] The block attempt is canceled, the blocking vampire burns 2 blood, and the current action is ended (without combat). [FOR] As above, and the blocking vampire goes into torpor. Eagle's Sight Cardtype: Reaction Discipline: Auspex [aus] This reacting vampire gets +1 intercept. [AUS] This reacting vampire *attempts to block the current action*, ignoring the normal prey, predator or target restrictions for blocking actions.
