They were last updated (according to their preambles) on Oct 7, 1999
(UTR) and October 1, 1999 (VTES). You are apparently still looking at
the old page, not the new one. Check the new page:

They are given in sections 70ff, with additional VTES-only rules given
in sections 730ff of the VTES rules. The online copy is missing only
section 737, which I noted on this NG on Oct 28, 1999. That section
is reproduced here again:

737. Rules for V:TES Rochester Draft Tournaments
This rule works in conjunction with Section 77 and 78 of the Universal
Tournament Rules.
Players open their first booster packs when the pod judge instructs them
to do so. After counting the cards face-down to make sure the pack is
correct, players then move all vampire (crypt) cards to the top of the
pack face-down. If players do not have the appropriate number of cards
in a pack, they must immediately notify the head judge, who will replace
the pack.
Players then place their opened packs face-down on the table in front of
them. At a signal from the pod judge, players place the top two cards
from their booster pack [sic] face-up on the table. The pod judge then
has players draft according to section 77 and 78 of the Universal
Tournament Rules until the packs are completely drafted.
