When Delaying Tactics is played and the vote-calling player has (before returning the vote card to her hand) six cards in hand (due to having played, for example, a Bewitching Oration), what happens? The Bewitching is "counting against handsize" until the end of the referendum [6.3.2]. The Delaying Tactics ends the referendum and puts the vote card back in the calling Meth's hand. Does the "count against handsize" effect end first, causing the Meth to draw up to 7, then put the vote card in hand, then discard down to 7, or does the Delaying Tactics effect go first, causing the Meth to discard down to 6, then draw up to 7, or do they happen simultaneously, with no drawing/discarding necessary? Or is it the acting Meth's choice as to how to order the effects? Thanks, Josh timed out
