[LSJ] question on when bleed reduction is applied

We had a situation come up in a game yesterday that caused some disagreement. A vampire with a base bleed of 1 was bleeding with an inferior Govern the Unaligned. The person being bled reduced the bleed using Telepathic Counter at AUS and Folderol. The bleeding vampire then pumped the bleed with a Bonding, giving an additional +1 bleed (4 bleed without the reduction applied). The disagreement arose as to when the bleed reduction is applied. Is the bleed reduction applied as it is played? Or does the bleed reduction only count when you arrive at the resolution of the bleed (i.e when determining how much pool to burn for a sucessful bleed)? The important factor here is that the Methuselah being bled held an Archon Investigation in hand...was the bleeding vampire a legal target for AI prior to the bleed resolving? Thanks Doug

Correct. The answer is the same when the question is "Is the bleed increase applied as it is played?"
