He is. Claws are best played after strikes are announce, but before
damage resolution (aka strike resolution). After you've announced
your strike, you can't change your mind when he modifies his hand strike
to do aggravated damage. Sorry. Best to always maneuver to long
or to dodge (or S:CE).

Officially... he is right. However, everyone in my gaming group agreed
that it is really unfair (Me included, and I'm the one playing the Gangrel
deck). So we fixed the rule. Now it must be played when you declare your
strike. Of course, we play with a limit on S:CE cards too... :-)
