See the rules on Circle [BL-3.3], also answered in the Q&A section [BL-4]

Most likely no.
"A vampire without a circle designation is assumed to be the only member of his
circle - a circle of one. As such, most Sanguinus cards will have little
benefit to him."

Can I make a new circle using all of the same vampire? Like using Abbat
kindred, clan impersonating them all to blood brothers and having my "Abbat"
circle?

Is the text "Alpha Circle" (or whatever) considered a Special Ability?
I assume yes (by the [LSJ 19970801] text) but I'd just prefer to be
certain.
(People turning up with 5 Ian Forestal in a 40/40 format might want to
throw in some Seeds of Corruption.)

No. It functions like "slave", "prince", etc.

Will the 1997 text be updated to reflect this? Whilst "Slave" could be
taken under the restrictions section, I am unsure as to how "Alpha
Circle" would not fit under "all non-sect, non-title text".

Slave is no more a restriction than circle.
It is actually an advantage from the bodyguard POV (and the bodyguard effect
is not suspended by Seeds).
Seeds' ruling text will be updated eventually.

That it prevented certain things occurring, regarding (D) actions was
what I was referring to, such that it would be arguable.
