Just to confirm, when a vampire takes over an action with M1kF, it only matters that the action was legal for the original acting vampire, right? (Assuming that the Masking vampire is not specifically prohibited from taking that action, ala Beast, or is trying to take over an innate action, like the Garou's rush.) It is different because of card text. Both Ritual Challenge and 5th Tradition have requirements as to who can attempt the action: Ritual requires a Gangrel and 5th Tradition requires a Prince/Justicar. Mask gets around these requirements (which is why Normal can use Mask to assume either action). But, Ritual's card text says: "put this card on the acting Gangrel". At the time that would happen (when the action succeeds), there is no acting Gangrel, so the action fizzles. 5th Tradition, on the other hand, says: "Choose a controlled vampire", which Normal can do. So the action works as usual. Govern (back to the original point), says: "A younger, uncontrolled vampire gains 3 blood". If the selected uncontrolled vampire is not younger when the action resolves, then the action fizzles. [ quoted text not captured ]
