I would say no stealth. The +1 is inherent to Muaziz, just like a +1
bleed would be inherent with Ozmo.

I think the correct sequence is that any time an action modifier is
played, there is an option to play or react differently. So I'd say
yes, the action which is now at 0 stealth can be reacted to, or blocked
again.
