Missing Voice after a referendum?

Hello LSJ, Minion A calls a Political Action, which reaches referendum, and then passes. Is there a window after the vote ends to play Missing Voice at mel? Can it be played during the referendum? No. The classic question involves Mask, and the answer is the same: action modifiers are to be played prior to resolution unless otherwise indicated.
