Is it necessary to declare the use of Thrown Gate's optional manuever in the manuever phase, in effect telling everyone what combat-card you intend to use?

Yes, if you plan to use the Gate's maneuver at all. Same thing as with using a maneuver from a weapon. Once you use the maneuver, you must use that card as your first strike of the round, in effect telling everyone what strike you intend to use. -- L. Peace Johan, Yes, if you want to use the TG's op man, you must play TG during the Maneuver Step effectively broadcasting your strike.
