During a recent game, my renegade garou was fighting a tremere and got hit
with a blood to water, killing him off. I was wondering when during the
combat the effect of blood to water took place. Is it a strike to be
taken care of during strike resolution, thus giving my ally a chance to
hit back, or does it take effect immediately before my strikes?
Our judgement during the game was that it took place immediately, but I
just wanted to doublecheck.

You played it correctly. Blood to Water resolves immediately when
it is played - and it can only be played after range has been set
(and has been set to close - errata) and before strike resolution.
