'scuze me? When did Action Modifiers become restricted to being played only on your turn? (I know that it is effectively true, but why are you cluttering the rules to state what is obvious except to further restrict a (future) otherwise valid use of an action modifier). You'd think the fiasco with Reaction cards vs. Madness Network would've set stage for more logical and less phase-restricted rulings. L. Scott
