I've been checking the rulebook and such, but haven't found anything...
Can a torporized, untapped minion play reaction cards?
(for instance, Dread Gaze/Elder Kindred Network/WWEF that doesn't specify
'ready minion'?)
It makes sense for them not to, but I don't know if there is a ruling...

No (errata to the rules).
Also, torpored vampires cannot play action modifiers unless they
are taking an action. (No superior Cloak the Gathering or Mask
of a Thousand Faces from torpor).

Nope. The rule book doesn't explicitly state that a torporized minion can't play reactions, but it does state that only READY untapped vampires can play reaction cards. Torpored vamps are not ready so can't play reactions.
Having said that, the next card someone mentions will be the exception to the rule (and if there isn't one, they'll make one).

Neither the "corrected" Jyhad rulebook nor the VtES rulebook have the
word "Ready" in any of the sections describing which minions may play
reaction cards.
It *is* true, however, that you must be ready to play a reaction card.
This is errata to the rules.

It would take explicit card text to do this (similar to the text on
Gangrel Conspiracy and Absolution of the Diabolist which allows those
cards to be played on one's own turn).
