Ok, if I play something like restoration on one of my
minions that has full blood capacity, it will gain the
life anyway, right? Because the rules say that a minion can't
gain more then its blood capacity, but it also says that
if a card breaks the rules then the card takes precedence,
and Restoration says the vampire gets 2 blood from the
blood bank. So it breaks the rules and gives the vampire
the 2 blood. Can somebody fill me in on the very obvious
rule that I'm missing?(I can't figure it out).

The minion cannot get and keep the additional blood. If your vampire is
at capacity and attempts Restoration, he may succeed, but as soon as the
turn is completed his blood will come down to regular full capacity.
I think that if you read up on stealing blood in combat you'll find this
reasoning explained. It says, "If the amount stolen exceeds the stealing
vampire's capacity, the excess is kept on the vampire until the end of
the turn and then put in the bank."

Well, no, the rules do allow a vampire to get more blood than its
capacity, but say that the excess immediately drains off (except for
steal blood effects). So while you can use Restoration on a full
vampire, there's not much point to it, since it will immediately
lose the blood it just gained.
