No. Vampires in torpor can only play action modifiers when they
are acting.

Moot.

No. You can never initiate an action that you cannot pay the cost for.

No, since that is another example of an action modifier played by
a non-acting minion (which cannnot be played by a vampire in Torpor).

Only Prisci votes can be cast in the Prisci sub vote (i.e., the vote
received for being a Priscus plus any vote that says it is used in
the Prisci Vote). Other votes sources, including the Edge and
Political Action cards, cannot be used. [Sabbat rulesheet: "The
Prisci Vote" - "Only these Priscus votes may be used in this
sub-vote"]

No, since CF ends combat whereas DotB increases the opponent's hand
damage.

No, because you do not need intercept.

Innate votes are not lost unless a new title is gained.
Changing sects (cam -> non-Cam or vice-versa) is not sufficient.
Figuring out what to do with titles when after a sect change is
easy in some cases, hard in others. It happens infrequently enough
to warrant leaving it alone rather than muddy the issue to handle
the hard cases.

All vampires ignore "burn blood" effects once they are reduced
to zero blood. Torpor only follows from damage.

... by the same minion, yes.
