The "Best of the Best" VtES tournament at GenCon is completely
misnamed:
It follows all DCI rules, but (are you sitting down?) it adds a
FOUR CARD LIMT!
You certainly can't get all of the "best" VtES decks to work in
a 4CL environment.
(The DCI rules include a uniform crypt, BTW. I believe that you
can still mix V:tES vampires with AH vampires, though, even
though the backs are distinguishable at 500 yards :-). All ante
cards are banned, as are cards with "paralyze" effects, as well
as the Monocle of Clarity. And, in addition to the 40-60 maximum
split you note, there is a six-card limit on certain cards (like
KRC, Parity Shift, etc.) - but that becomes moot under the burden
of 4CL)
