Nosferatu Bestial cannot cast votes, but is there anything stopping you from declaring it as the Nosferatu Justicar (as long as it isn't the one calling the vote), allowing it to play 2nd Tradition and other non-action cards that require Justicars? An observation where the answer is quite clearly "no, there's nothing stopping you from doing this." It's silly but worth a few style points ;)
