What happen when the vampire targetted by the Rack is burned ? Could the meth chose another vamp ? is the Rack burned ? or is it considered uncontrolled and must be stolen to target a vamp again ( and if yes, could the controlling meth of the burned dude do it ?) Can i play a Blood of Acid before an add strike ? (even if i don't have an additionnal strike ?)

Respectively: Nothing. No. No. It is not "uncontrolled", but merely has no "target". It must be stolen to be re-targetted. No. Like the similarly-templated Immortal Grapple, it can only be played between the range determination and the initial strike selection phase.
