Respectively:
Nothing. No. No. It is not "uncontrolled", but merely
has no "target". It must be stolen to be re-targetted.
The controller of the Rack cannot steal it.

No. Like the similarly-templated Immortal Grapple, it
can only be played between the range determination and
the initial strike selection phase. It cannot be played
after the initial strike resolution of a round.
