be correct in which case we've been playing it all
wrong. All the other actions listed in this section do
not require an action card so I don't know why "vote"
would refer to calling a vote. Comments?

The minion actions are available only when it's your turn, so playing a
political card during someone else's turn can't be a minion action. The
description of action cards also says that your minions can only use
action cards during your own turn.

There are several reasons why you need to tap a person to cast a
vote. Main thing is that a vote can be blocked. (WHAT?!? Read on) Here's how.
The action of calling a vote is a +1 stealth action. Anyone that
has a +1 intercept can stop and attack the vampire calling a vote. This
would cancel the vote unless the player can play more stealth.
So if a player really really is in desperate straits, a player
may stop a vote by never having it take place at all. Neat, huh?

There are two sorts of votes in Jyhad. The first is when you want to
play a political card, such as Domain Challenge... in this case, you
have to tap the vampire to call the vote, since you're playing a card
with the action symbol on it, and thus are performing an action. The
second sort of vote is when a master card or something says a vote
must be called to achieve a certain effect... for example, to burn
Anarch Revolt. This is where the "vote" entry on page 24 comes in...
A vampire would tap to call a vote to run the Revolt. This does not
require a political card; you simply tap the vampire to call the vote.
This also means you won't get the free vote you would get by playing
a political card to call a vote.

This is not correct.
CALLING for a vote is a minion action.
Using a political card to get an extra vote is not.
To quote the rules:
"Additional political cards can be used by any of the
other Methuselahs for votes."
No reference to minions here or actions.
Additional evidence:
1) A minion of yours can not take an action on some
one elses turn (Section 13)
2) At Dragon CON we played additional vote cards with
out minions taking an action. (I was taught there by
WotC, by no means making it correct but it is evidence
for the position above.)

No, you need to tap a minion to CALL a vote (section 12.3.1) but you, the

Hmmm... I don't know about that. The section (15.2) doesn't say anything

Section 17.1, 2nd paragraph (corrected rules/erratta)
"Additional political cards can also be used by any other Methuselahs

Playing a political card as a vote does not require a minion. The
Methuselah itself is taking the action. Playing a card CALLING FOR a vote
requires a minion action, but not playing a card AS a vote once the vote has
been called.

Yes, but they don't require *action* cards. I noticed they didn't list Blood
Bond as one of the possible actions, so why did they list Vote when you just
have to look at that action card to see it. I see no difference between a
Kindred Restructure political action card and the Blood Bond action card;
they're both action cards; so why is one type of action card listed as vote
and the other type not listed at all. Because political action cards are more
prevalent, maybe?
Anyway, I think the whole issue has been resolved by Tom's response; a big
implied reason that voting doesn't take place this way is that your minions
can't take actions during an opponent's turn; so if my friend were correct
only the player calling for the vote could tap minions for votes. This is
obviously not how it works.
Chalk another one up to the badly organised rules. The rules should not have
listed vote under the standard minion actions and instead should have said
something like "action cards can be played instead of doing one of the standard
actions, and calling for a vote is an example of one of these action cards."

The way I see it, and the way I've read the rules, Equipment, Retainer,
Ally, and Political Action cards are all just different "types" of action
cards. Kinda like a specific subdivision of the term "action card". My
big problem is why they bothered to put the Action Card Symbol on the
Political Action cards, as I don't think there are any cards that have
ONLY the little picture of the capitol.
The way I've been playing it is that every card is an action unless the
card is explicitly an Action Modifier, Reaction, or Combat Modifier card,
or if it's a Political Action card being used simply to gain votes.

I might have missed this message. Is this where Tom said that extra
political action cards are being played "by the Methuselah" and not
"by a minion"? That's how it's stated in the rules, and I don't have a
problem with it. However, there are some Reaction Cards that give you
votes; I'd guess you need a ready vampyre to use the Reaction Card with.
There's also some Action Modifier cards that give you votes. I don't know
what to do with these, except to say that perhaps they can only be used to
modify the action of the minion starting the vote. (Because you can't
modify another minion's actions)

Well I am 99% certain the rule is:
When responding to a vote you can play as many politcal cards
as you want.
Two primary pieces of evidence:
1) You can't take an action on other then your turn.
2) People taught by WotC were taught that way. (Myself
at Dragon CON and a playtester who e-mailed me).
Why do I think that this is not unbalancing.
1) You can not really hoard these cards because you need to
use the 7 cards in your hand for other things. (Like combat
cards or master cards.
2) You do not replace these cards until the vote is over.
3) If 4 out of 7 cards in your hand are votes (which is
typically very unlikely IMHO) that still only equals the
votes of two princes. Not a huge advantage.

How can you tell the original from the corrected? My rulebook lists
votes for vampires that are "Ready" as opposed to just "Controlled", but
my section 13.2 says nothing about untapped minions.

Only the vampire that began the vote could use Action Modifier cards to
do anything, though, right? Because you can only modify actions that
you are performing... And, the person who started the vote cannot use
reaction cards, because you cannot use Reaction Cards when it's your
turn...

find. Do the players themselves get a vote? It's not listed in the rules,
but "everyone gets 1 vote" is one of those common knowledge things.

The corrected rulebook is a big, 8.5x11 rulebook that was sent to all
Convocation members, and which was available at GenCon (and presumably
will be at future cons). It's probably possible to ask for a copy in
the mail, but I haven't gotten a response on that yet.

Methuselahs don't get votes just for existing, no. They have to have
titled vampires, political cards, etc. in order to vote. This means that
a vote in the early game could easily carry 1 to 0, but pretty soon there
will be at least some players with primogens or princes out.

I'm not sure if this has been covered yet, but when the votes for an unblocked
political action are being tossed in, can the Methuselah who is acting use
other political cards to heap on votes, or is it something that only the
other players can do? The wording in the rulebook leaves me wonderin'.
I second the request for cheap (should be free) copies of the revised
rules, as several of the revisions are pretty necessary, and I for one
have little interest in the convocation, as I have no plans to
participate in official play.

I think that's exactly correct. At least that's how we read the rules, and
how we're playing.

Plus, WotC sent it out to may retailers and gave them permission to copy
it and distribute it for a persiod of time, even saying it was okay to
charge the cost of the photocopies.
Ask your local reatiler for a copy.

Perhaps someoe, say the netrep, could arrange to post a copy of the revised
rules in this newsgroup.
Was told that anyone interested in getting a copy of the expanded rules
should contact customer service (custserv@wizards.com). Apparently all
of the copies they printed up were taken to, and given away at, GenCon,
but presumably they'll print up more if enough people want them.

Right. But you can use a reaction card on their turn; and never on your
turn, in fact.
