Greetings one and all,
Being a latecomer to JYHAD I have just acquired my first deck (with
some boosters). I have read some 600 posts in this group over 2 days
but may have missed these particular questions being answered.
My understanding was that if an attempted bleed is blocked then the
bleed attempt is voided/replaced by combat, resulting in both Active
and Reactive minions being tapped (other cards notwithstanding).
1. If Telepathic Counter is played, not being an action, does it tap
the reacting vampire (not minion as Auspex is required) as blocking
the bleed attempt would do.
2. With Malkavian Prank and Malkavian Time Auction as Master cards can
they only be used if you have Controlled Malkavians.
3. With Al's Army Apparatus can it only be played when Brujah are ready
and can only Brujah benefit when you wish to equip them.

The only things which tap a minion are an attempted action, a successful
block, or any card text which specifically states it taps a minion. Combat
does not innately tap a minion, nor does the state of it being tapped or
untapped affect hte combat in any way. If an action is successfully blocked,
the action is canceled with no cost paid, any action cards/equipment/etc. that
were used are discarded, and the blocking minion enters combat with the acting minion.

Playing a reaction card does not tap the reacting minion ( barring card text
to the contrary ), but they need to be untapped to play it.

It can only be played if you control a ready Brujah. Since this card does not
effect your minions, I'm not sure I understand your second question, but if it
did effect your minions ( say it was a hunting ground ) then any of your
minions could benefit from it regardless of clan.

NO reaction card taps the reacting minion unless specifically stated on
the card . Note the minion has to be untapped to actually play it though.
Telepathic Counter does not require the minion to tap but some cards like
Telepathic Misdirection(superior) do .

2 and 3 - if a card has the little clan symbol on it , the meth playing
that card is required to have a ready minion of the appropriate clan.
I.e for Al's or the warzonr hunting ground a ready (ie controlled and not in
torpor/contested) Brujah is required . For allies which are linked to a clan
i THINK that only members of the appropriate clan can employ them - but
im not totally sure on this .

Yes. The acting and blocking minions are tapped.

No. Playing reaction cards does not tap the reacting minion, although the
minion must be untapped to play the reaction card in the first place.

Played when Brujah are ready, but any Minion can benefit.
