1. Can "Delaying tactics" be played at any time of a political action? I mean, a vampire plays a political card, he uses bewitching oration, telepatic vote counting, etc. Another player can use Delaying tactics at that moment or it must be only after the first card has been played? 2. Vampire A (a Malkav for example) is bleeding, his prey attempt to block, Vamp A plays stealth, Vampire B declines to block and plays deflection, is it legal????????? Thanks.
