Then the acting minion untaps. The vampire is stuck (ready empty vampires
cannot take any action other than "hunt", and he can't hunt). Same thing if
the hunt is successful and the vampire uses Freak Drive to untap (and you're
using the NRA rule).

No, since there's no effect to indicate that the vampire will go to
torpor.
