It's not supposed to be easy. In fact, the fact that it is in the rules
seems to me to be a way to allow people to run out of cards and still get
a victory point, but not be so easy that someone could just use it to win
without doing much else.
Most decks have to be made to withdraw to do it. In a tourney setting,
being able to get a victory point and withdraw, every game, would likely
get you into the finals, where, to win, you would have to oust two
Methuselahs and withdraw to win.

Dealmaking. One player announced his intention to withdraw (he could see
no way he could oust his prey, and he could hold his predator off
indefinately) in return for which his predator (a Bleed and Bruiser)
started bleeding _his_ prey. After he withdrew, the B&Ber continued to
bleed the one he had been attacking.
Another instance, the finals of a tournament I ran had someone withdraw.
They won the tourney with 3 victory points in the finals. They were
playing a reactive deck (auspex, dominate, presence) and were throwing
out Anarch revolts etc (punishing those calling to remove them with Elder
Kindred Networks). In the end, after killing two prey, he announced his
intention to withdraw (the Revolts were gone) using Obedience on one
Rusher, and two Telepathic Counters on two bleeds. He had 1 card left
when he withdrew to win a box of Dark Sovereigns.
It can happen, just not too often.
