No.
The Blood Hunt must be called when the diablerie is committed, or not
at all.

You cannot play Rotschreck. Your stike is not effective at long range,
so you are not "attempting to use aggravated damage against" your
opponent.
If you were at close range, then Rotschreck would end combat before
strike resolution (as you say), so you would not lose blood from the
Theft of Vitae strike.
