Hi,
if Slow Withering is in play and I use Muricia's Call at ani to get a
Raptor (with ANI effect) do I have to pay 1 additional blood?

Requires at least one other Gehenna card in play. Cards that require
any superior Disciplines cost an additional blood. Any vampire who
commits diablerie is immune to this effect until the next Gehenna card
is played.

Type: Action
Requires: Animalism & Spiritus
+1 stealth employ retainer action.
[ani] Search your library for a retainer that requires Animalism. This
vampire employs that retainer (pay cost as normal). Shuffle your
library afterward.
[ani][spi] As [ani] above, and the retainer has an additional life.
[ANI][SPI] As [ani][spi] above, and untap this acting vampire at the
end of the turn.
I would assume yes he does since it is employs the Retainer.
ANother quick question. Enkidu blocks another minion and uses Pack
Alpha to bring out an ANimal Retainer. Does Enkidu untap at the end of
that action?
I would assume no as well because it is not his action.

Yes. Raptor at ANI is a card that requires a superior Discipline.

True. Card text specifies "If Enkidu successfully performs an action to employ",
so provides that answer explicitly.
