It allows the Vampire to attempt to block any other minion's actions,
regardless of directedness or whatnot. Stealth vs. intercept criteria
aren't waived, so if the action is being taken at stealth, the Sighting
vampire will still have to raise its interrupt somehow. I believe it
does not allow the vampire to block unblockable actions (such as any
action modified by Day Operation), but will have to double check that.
