The minor (inferior, normal) version of the card is unchanged: it is
a bleed action at +2 bleed.
The superior has been errata'ed:
* New card text for superior: "(D) put this card on a younger vampire and
tap that vampire. The vampire with this card does not untap as normal
during his controller's untap phase. During the acting vampire's
controller's next minion phase, she must burn this card to untap the
vampire and take control of the vampire until the end of her turn."

So, when the action is successful, the target receives the card and becomes
(or remains) tapped. While he has the card, he doesn't get to untap "as
normal" during his phase. On your turn ("you" being the controller of
the vampire who took the Mind Rape action), you burn the Mind Rape card
and take control of that vampire until the end of your (current) turn.
