Force of Will
Only usable by a tapped vampire.
[for] (D) Bleed with +1 bleed. After resolution, this vampire takes 2
unpreventable aggravated damage even if the action is blocked.
[FOR] As above, but with +2 bleed, and the acting vampire takes only 1
unpreventable aggravated damage.
Transfusion
[nec] Only usable after a successful action. Add 1 blood to a ready
vampire.
[thn] As [nec] above, but add 1 life to a ghoul or 1 blood to a ready
vampire.
[THN] Only usable after combat if this vampire is still ready and
successfully inflicted any damage on the opposing minion in that
combat. Put a transfusion counter on the opposing minion. If the
minion now has 3 of your transfusion counters, burn them all to take
control of that minion. Only one Transfusion may be played at superior
each turn.

Your quoted text is incorrect: Force of Will costs 1 blood.
So he has no blood left to play Transfusion (which also costs 1 blood,
which you seem to understand above, but which the card text quoted
below also omits).
Assuming instead he started with 2 blood, then he pays one for the
successful action, leaving him with 1 blood, which he then spends on
Transfusion, using it to add blood to some vampire other than himself.
Then he takes two aggravated damage, which burns him, yes.

The text on Secret Library is 100% correct, you just have to look to
the left of the text block for the cost, same as with card layout.
