My brother bought 6 starter decks and 11 boosters, and I lifted an
overview file from here, and when I started to compare the cards with
the list, I rapidly found out that there were only 23 rares in the
set of cards. At 1 rare per 19 cards, I should have 35 rares. Is
the distribution in the starter decks different from the boosters?
Or is the list with rares , commons and uncommons incorrect? If it
is the distribution in the starter decks, I have to object. As an
overseas player, I already pay +50% cost, so if the distribution
of rares to uncommons goes beyond 1:3 it becomes prohibitately expensive
to try and collect them.

We don't make any promises as to the rarity of the cards you'll be
receiving, thus I can't comment on how many rare cards you "should"
be getting.

Since I'm not official, I can tell you: It's just like Magic, each
starter deck has 2 rares, each booster pack has 1. (You get more
uncommons and vampires in the starter decks though.) Therefore
your 6 starter decks and 11 boosters should have 6*2+11=23 rares...

Well I've heard that for Jyhad (like Magic) there are :
2 Rare cards per starter deck
1 Rare card per booster
(If the ratio was the same why buy boosters at all ?)
So 6 starters = 12 Rares plus 11 boosters = 11 Rares gives a total of
23.
So that agrees with your total from the lists.
