Yes. Although, if he has no blood, he must hunt, and that
action must be taken before you do any other minion actions this turn.

Yes. If he has no blood, though, he must hunt - and he must do so
immediately (other vampires cannot take action first). If he has blood,
he's free to take any action he's capable of.

It _has_ changed, and _not_ recently. Tom ruled that anytime a vampire
is ready and has no blood, it must hunt as that methuselah's next action.

This is not true. A ready vampire must hunt if it begins the minion
phase without any blood. This is in the rules (12.3.1) unless changed
recently.
If you begin your minion phase by rescuing one of your vampires from
torpor, the rescued vampire does not have to hunt even if it has no
blood left. That is because it not the beginning of your minion phase
any more. It must hunt in the beginning of your next minion phase if
it is still without any blood. Of course the vampire can hunt but it
doesn't have to. It could gain blood by other means as well.

Design Team Rulings are:
any time one or more of your ready Vampires is not tapped and
has zero blood and is not prevented from hunting, your next Minion
Action must be to hunt with one of those Vampires.
