Hi LSJ,
Tainted Vitae Settite Reaction Card 2 Blood
Only usable when a vampire controlled by your predator
successfully hunts. That vampire gains 2 additional blood (ignore
excess blood).
For the remainder of the game, that vampire must burn an
additional blood when he or she attempts to bleed you.
1) Are Tainted Vitae's stackable? If a vampire hunts twice, Tainted
each time, does that vamp now burn 2 to attempt to bleed me?
2) Does the blood burnt for the TV's come before any Action cards?
i.e. The above vamp with 2 blood on it attempts to bleed
with a Govern. Can the vamp do this?
3) How about Action Mod's like Bonding, etc. In regards to #2.
4) Does the blood burnt by TV's remain burnt even if the bleed
action is blocked? Focusing here on the "attempts to bleed".

Yes.

Yes. Blood cost of actions is not paid until the action resolves.
Blood for Tainted Vitae is burned when the action is attempted
(i.e., announced).

Action Modifiers are played after the action is announced, so after
the blood for Tainted Vitae is burned.

yes!

you burn the blood to attempt. then, later on, if the action is
successful, you must pay the action's cost. if, by that stage, the
vampire acnnot pay the cost, the action fizzles. (so the vamp CAN play a
govern TU to bleed, it'll just fail.)

bonding is free. if you mean conditioning, then the vampire burns (in
the above case) 2 blood to attempt, and then may not play conditioning,
as it will cost that vampire a blood it does not have. action modifier
cards must be paid for when they are played, action cards are only paid
for when resolving a successful action.

sure does. as does any blood burned to play action modifiers. or the one
blood burned to attempt a political action if "beurocratic overload" was
in play, etc...

It has been my impression that the above vampire could attempt this
action, and that the action would then fail (for lack of blood). Is this
incorrect?

Correct. Sorry for the overly short (and thus incorrect) answer.
The vampire *can* attempt a govern the unaligned action, but
will burn the two blood for Tainted Vitae before the action resolves,
so will not be able to pay for the Govern and the action will fizzle.
