Bloodhunt/Wyldhunt Q's

Who exactly determines who can call a bloodhunt/wyldhunt and do sabbat and camarilla vampires differ in votes(sabbat can only vote in wyldhunts and camarilla can only vote in bloodg=hunts)? For example if Joaqina Amaya diablerizes Gratiano, who can call a hunt and what type is it?What if Democritus is diablerized by Nigel the Shunned, what happens then? Wild hunt is only another term for Blood hunt, so it is the same "action". I think if you play with sabbat vampires only then you call Wild Hunt. If you play with camarilla vampires ...you call Blood Hunt. But I'm not sure what is this Hunt when you play with both camarilla and sabbat vampires :). [ quoted text not captured ]
