If a vamp has 3 blood and takes 4 points of damage and stops none, but does
a steal 2 blood, does it:
a)go to torpor with 2 blood on it,
or
b) have 1 blood left and stay in the controlled region?

b. I believe that there was a ruling a while back that you can use
thefted blood to heal. You even get the chance to heal with it before it
slides off. Ie, sarah cobbler has 4 blood, thieves 2 and takes 1 point
of damage. she uses one of the thefted blood to heal and the other one
slides off her because she is a 4 cap vamp.

The card must say the stolen blood may be kept in excess of capacity to
steal blood in excess of capacity. Theft of Vitae does not say this.
But, for using stolen blood (which is not in excess) to heal wounds, b) is
correct, as you say, provided the vampire has a capacity of 5 or more:
1. Both vampires announce strikes (neither or both of which at First Strike).
2. A does 4 points damage and B steals two blood.
at this point, A has two fewer blood, and B (starting with 3) has 5
blood and has taken four points of damage.
3. B heals the damage by spending four blood, leaving him with one blood.
Strikes resolve *before* damage prevention and/or healing. Keep this in mind
and everything makes more sense. (almost everything :-).

I believe Drain Essence says this. I don't have any card which says this,
which is why Tom's over-raching statement had me so confused.
