Since it doesn't restrict the gaining of pool to when the named vampire is "Ready", the named vampire will continue to receive two (2) blood from the Rack evn in torpor. You could even name a vampire in torpor when you bring the rack into play (or when you steal it from another Meth.), since it doesn't say "name a Ready vampire" but rather "name a vampire you control". -- L. I'll leave the rules question to Scott (who answered it already). As to strategy, the Rack is best for decks which can make good use of the blood while being able to defend it, i.e. combat decks.
