[LSJ] Gangrel Justicar

Can i play Gangrel Justicar on a Independent Gangrel like Xavier or Zayyat, etc.??? because the card says choose a ready gangrel but nowhere it says it must be camarilla. but i believe that the card turns the vampire into camarilla my friends said me that the vampire must be camarilla, but i still have the doubt thanks for your patience
