Rules Q? Decapitate

Hi LSJ I an official ruling so I have something for my game this week I need you to give the ruling on decapitate, I feel in its wording that the superior version can be used at range and it makes know difference where the dmg is coming from as long as the opposing vamp is going to topor and the playing vamp is not.
